HAVEN'T EXERCISED IN 4 WEEKS BECAUSE OF VIRUS. WHEN I STAND UP MY HEART RATE GOES UP BY 30. I'M TIRED, OUT OF BREATH, AND WEAK. SHOULD I WORK OUT?

Under these circumstances the answer should be no until you feel better.  Heart Rates that go up this much with standing imply dehydration.  Exercising right now will only make that worse.

See your doctor, push fluids and nourishment.  If still short of breath get an echo to make sure that the virus has not affected the heart or pericardial sac.
